Brian has survived long enough to become more careful about doing dangerous work himself. Instead of personally taking every risk, he now relies on younger associates such as Jason Duval to handle local jobs.

It’s also worth noting that for a short period of time during his younger years of crime, Brian was associated with what Rockstar Games is referring to as the “Golden Age of Smuggling” in the Leonida Keys.
We don’t know in the game how old he is, but it was stated by Rockstar in a trailer that they made up a huge backstory for him about smuggling tons of goods on planes for years and years of experience.
Brian must be quite a bit older now as he shares his vast knowledge of the areas waterways, local air routes and roads as well as the local communities and crooks that reside there.
With the amount of experience Brian has on his hands, he would be a very valuable team member for Jason and Lucia. He could inform them of the people that control areas, of possible crimes and of bad contacts.
As a man with a long and troubled past, he has made his fair share of enemies. And he has a number of outstanding debts and unfinished business to attend to. But as with most things Rockstar, we have yet to find out if any of his old associates will feature in the upcoming game of GTA 6.
We cannot confirm whether this will be the case or not and if in the end his past will have no relevance to the events of the game and the story of Jason and Lucia.
Brian Heder’s Boat Yard
Brian continues operating through a boat yard in the Leonida Keys. He runs the location with his third wife, Lori.
The boat yard may function as both a legitimate-looking coastal business and a base for Brian’s criminal activity. Rockstar confirms that he is still moving product through the property, although the company has not explained the complete structure of his operation.
A boat yard is a natural setting for a character based in the Keys. The region consists of tropical islands, bridges, waterways and long coastal routes, making boats an important part of transportation.
From a story perspective, the boat yard could serve several purposes:

- A location where early story missions begin

The Keys appear noticeably different from Vice City. Instead of dense urban streets and skyscrapers, the region offers smaller settlements, long roads, beaches, marinas and isolated properties.
This environment fits Brian’s background perfectly. A veteran smuggler would benefit from operating in an area with water access, private docks and multiple routes between islands.
Brian’s presence may also help introduce players to the Leonida Keys early in the story. Jason already lives and works in this region, making it possible that GTA 6 begins away from central Vice City before the protagonists become involved in larger events.

Does Jason Work for Brian Heder?
Rockstar has depicted the relationship between Jason and Brian in the series of video games thus far as an informal partnership between the two characters. As part of their collective efforts to perform shakedowns for local area “clients” Jason does work for Brian.
He gives me free housing in one of his properties down here, in exchange for me assisting him with the local shakedowns for Rockstar, and possibly doing any other odd jobs for him in the future.
Rockstar have portrayed the relationship between Brian and Jason as an informal agreement as opposed to an employer/employee relationship of a typically employed person. There is no reference to Jason receiving a salary, being given a job title or of the two of them being part of a formal business structure.
In that sense Rockstar have not portrayed the two men’s relationship as the classic employer / employee relationship as depicted in countless films and TV shows. No salary is ever mentioned. There is no job description, no formal role written down anywhere and no evidence of a formal business being formed to list both men as directors / co-owners etc.
In short here the relationship is clearly to be one of mutual benefit to both men but in which he would also come to be greatly under Brian’s influence. And here that influence is pronounced in that whilst Jason is allowed to live rent-free in one of Brian’s houses, he is required to be of service to him as a younger man. (He pays no rent whilst he is of service to Brian in the only way that Brian would want in a younger man).
This situation could also become a problem for Jason as his extramarital affair with a woman, Lucia, and her organization of outside criminals begins to gain more traction. Jason is a young man and no doubt would be most undesirable to lose as an associate, amenable as he is to doing whatever is requested of him by Brian.
Why Does Brian Let Jason Live Rent-Free?
Brian lets Rockstar character Jason Duval stay in one of his many properties. In exchange for free rent, local Jason Duval helps Brian with the local jobs that he doesn’t want to do himself.
As we stated before, this is not an act of generosity by Brian letting Jason stay at one of his properties. The Jason in question helps Brian with local work that he doesn’t wish to do himself.
Because of Jason’s past, his army record, and his life so far in the Keys, as a ‘gofer’ to local entrepreneurs for money, he is of extreme value to Rockstar Games.
Brian probably considers Jason to be reliable enough for Brian to give Jason the odd job here and there for Brian that he doesn’t want to do himself. And Jason is within Brian’s sphere of influence so then Brian can keep Jason dependent on him.
This is also the basis of the life Rockstar Games are portraying in the character of Jason. He is trying to live an easier life than one of a petty criminal but as yet he does not have the finances to live such a life.

What Are the Local Shakedowns?
We do see some reference to Rockstar describing how Jason helps Brian with some local shakedowns for cash that are not elaborated on in terms of specific targets or specific missions.
For a normal crime drama, a shakedown is where someone, typically the protagonist or an associate, is strongarming another individual, business, etc for cash, services, etc. As Jason and Brian carry out these local shakedowns, we might see the early missions of the game where the player as Jason/Brian are collecting cash from players and encountering various local businesses and their owners (some of who are from earlier events where they had to be paid off by the player, others who are simply random civilians going about their day).
This is just an example of how these early missions could play out. They could be a collection mission, a confrontation with a local businessman or even a debt collection job from someone who was supposed to pull off a heist but failed for some reason.
Keep in mind, this is a speculative analysis and is NOT a confirmed list of Brian Heder missions by Rockstar, nor have we seen the aforementioned shakedown sequence in the gameplay of GTA 6 yet.
This should remain relatively contained in comparison to the large conspiracy that unfolds between Jason and Lucia later in the game. It will also hopefully serve to establish to the player how far along the two protagonists are in terms of their respective journeys from the beginning of the game to the end.
Is Brian Heder Jason’s Landlord?

However, that’s pretty much in line with the rest of their bizarre relationship. Typically for rent, one would expect regular payments but that’s not the case with Jason and Brian. In place of rent, Jason has been completing a string of criminal activities for the older man.
Brian is more than just Jason’s landlord, he is also Jason’s criminal employer, his local contact and possibly even a bit of an older father figure to Jason.
It is impossible to tell from the information at hand whether Jason respects and likes Brian, is fearful of him, or simply puts up with him in order to have a roof over his head.
This relationship may change when Jason is introduced to Lucia and look for work elsewhere than the local crime syndicate that Brian is involved in.
Who Is Lori in GTA 6?
Lori is the third wife of Brian Heder. Together with her husband she runs a boat yard in his back yard, which was described in Rockstar’s character profiles for the game.
There is no full character bio for Lori on Rockstar’s official character profiles for Grand Theft Auto VI. Her surname, age, etc. are all completely unknown.
From the character profile it is apparent that Rockstar have given Lori more than just a surname and no bio, she is more than just some unseen family member of Brian’s, she is part of his daily life and the daily life of the property he is operating from out of.
Similar can be said for Jason as his occasional visits to the Heders’ residence for a cup of sangria by Brian’s wife Lori is also mentioned in Brian’s character profile.
The sense of a very personal and drawn out ‘circle’ of friends around this very mobile of a character continues as we see Brian’s operations at the boat yard where he lives with new wife Lori and her children.
It is still unknown if Rockstar will feature Lori in the game (as playable character or in a special storyline) or if she just will stay a background character. If she is featured in the game it could be in more missions then the ones where Jason visits for her famous sangria.
Why Is Lori Brian’s Third Wife?
Rockstar specifically identifies Lori as Brian’s third wife, which tells us that Brian has been married twice before.
No information has been revealed about his previous wives, why those marriages ended or whether either former spouse will appear in the game.
The detail mainly helps establish Brian’s age, personality and long personal history. He has apparently lived through several different stages of life while remaining connected to criminal activity in the Keys.
His previous relationships could simply be part of Rockstar’s humour and character-building, or they could become relevant through dialogue and side stories.
Brian Heder’s Personality
Brian appears relaxed, experienced, humorous and potentially dangerous.
His official profile combines the image of a coastal resident enjoying drinks at sunset with the behaviour of a criminal who has survived in the smuggling business for many years.
This contrast is likely intentional. Someone meeting Brian casually may see an older beach resident with stories about the past. People involved in his business may see a much more calculating figure.
Brian has also reached a point where he prefers delegation. Rather than proving himself by doing everything personally, he allows people such as Jason to take the risks.
That behaviour could indicate intelligence and patience, but it could also show selfishness. Brian benefits from criminal activity while younger associates face the immediate danger.
His personality may produce humour during early missions, particularly when he tells exaggerated stories about his earlier smuggling career.

Brian should not underestimate the calm Leonida resident from the past years of his life because the years as a criminal prior to that and the years he is actively spending in that environment to survive, have made him cautious, resourceful and capable to respond to any kind of threat.
Someone who has managed to continue to work in this field for as long as Brian has, must be someone who is very cautious, very resourceful and able to deal with whatever threats come his way.
I don’t imagine Brian to be a very aggressive person and he would surely prefer to avoid a conflict. However, I believe that he is capable of great influence and of being in touch with people willing to take action on his behalf.
Brian Heder and Cal Hampton
Cal Hampton is Jason’s friend and another major character involved with Brian’s operation.
Cal Hampton is a character from Jason’s life. In Rockstar’s version of the story, Cal follows many Internet conspiracy theories, and watches the Coast Guard. In the game, Cal is another character that is connected to Brian in the main storyline. As Jason is involved in Brian’s Leonida Keys operation (because of his interest in boats and maritime), in the game Cal will most likely be involved in the storyline as well.
Rockstar has never clarified or even confirmed that Cal is even working for Brian. If he is, then where does he reside. Is he staying at the house or is he just constantly hanging out at the boat yard with Jason all the time.
By monitoring online Coast Guard communications, Cal could potentially find out about law enforcement activity in the Leonida Keys area.
It is not clear what Brian wants Cal to do. Is Cal providing Brian with information of potential law enforcement activity in the general area of the Keys. Or is Cal being used by Brian in a similar manner that he uses Jason to provide comic relief, while Cal provides Brian with information of Coast Guard communications.
We’ll just go with Brian, Jason and Cal as being the central group of people that Jason is associated with before meeting up with Lucia.
How Could Lucia Affect Brian and Jason’s Arrangement?
Lucia Caminos is a woman who wants more from life and is looking to make the best of her circumstances. Rockstar could use this ambitious woman to push Jason to bigger and better things than the local shakedowns he’s currently doing with Brian.
This could lead to conflict between Jason and Brian as Jason is no longer available to help Brian with the shakedowns as he will be busy with more serious robberies and working towards his goals with Lucia in order to improve his life and circumstances.
Brian could be in a corner here and then back Jason as Lucia tries to help him earn more money in order to provide better opportunities for local jobs and for Brian’s local jobs that Jason could participate in.
Alternatively, Brian introduces Jason and Lucia to the right people for Jason to get pulled into the larger conspiracy and start doing bigger robberies with Lucia instead of continuing to do local jobs with Brian for shakedowns, etc.
It is currently unknown whether or not Brian is okay with Lucia’s presence, if he even distrusts her or if he even thinks she could be a threat to his current setup with Jason.
This could well be the central part of the opening chapters of GTA 6.
Could Brian Introduce Jason and Lucia?
We still have no information from Rockstar Games regarding the first meeting between main character Jason and new love interest Lucia.
Brian is one of Jason’s main contacts, for work, within his operation. This would mean they would meet for a job for his operation.
Lucia might have needed money for her releases or assistance afterwards. Brian might have needed someone with Lucia’s confidence and ability to do jobs for him. Jason is assigned to be her partner on her first job after she leaves the joint.
This is purely speculation and they could have been introduced by another character or that Jason and Lucia are already familiar with each other from the beginning of the game and this never gets revealed by Rockstar of how they first met and greeted each other for the first time and it stays that way in the story and remain a mystery and never gets revealed in the opening scene.
Until Rockstar reveal the opening story to the game to us we are left guessing whether or not Jason and Lucia’s first meeting included Brian.
