On the other hand, newly released from Leonida Penitentiary, Lucia is trying to change her ways. The harsh reality of her time inside has given her a new lease on life, and she’s eager to start doing something meaningful to better herself in a more realistic way than she had been led to believe while locked up.
As for how they met – Jason is working as part of local ‘operation’ to collect for drug dealers whilst residing at one of the properties of a local businessman, Brian Heder. Lucia had just been released from Leonida Penitentiary with a newfound determination to get her life back on track in a smarter fashion. Maybe Jason and Lucia met through a friend or were hired by a criminal for a job, perhaps they meet on the scene of a heist, and that’s happening within the underground economy of Leonida, but that’s pure speculation

Why Jason Needs Lucia

He is stuck between jobs and doing work for Brian for housing. Although Jason is a very experience criminal, has an Army background, he is not going anywhere in his life and seems to be regressing.
The reason Jason would like to meet up with Lucia is because she could bring out the best in him. The ambitious Lucia is an ambitious person trying to change her life to the extreme of her means, to achieve her goals no matter what.
This is how Jason’s official profile for meeting Lucia describes the occasion: “Meet a woman who can change your life for the better.” Of course, the fact that this occasion can change Jason’s life for the better is not necessarily a given. Given the circumstances of the lives of both Jason and Lucia, it is far more likely that meeting her will bring even worse events into his life. For example, he could be drawn into even more perilous robberies and come into contact with even more powerful enemies. He could even become embroiled in the heart of the GTA 6 conspiracy.
So this connection to ambitious Lucia could be the best thing that happens to Jason in the whole of his life so far. And it could be the destruction of all things he hopes for in terms of a peaceful existence.

Why Lucia Needs Jason
Lucia has recently experienced the loss of her freedom. Fighting for her family resulted in her being sent to the Leonida Penitentiary, and luck eventually helped her get out.
After prison, she understands that she cannot continue making uncontrolled or poorly planned decisions. She wants to change the odds in her favour and build the better life her mother imagined for their family.
Jason may be important to that plan because he understands Leonida’s criminal environment. He has experience around crooks, drug runners and smugglers, while his Army background may help him stay controlled in dangerous situations.
Lucia is capable and determined on her own, but having a reliable partner increases what she can achieve. Larger robberies, transportation jobs and complex criminal operations generally require more than one person.

As already mentioned there are references to the planned operations in Vice City as well as in the Leonida Keys and the rest of Port Gellhorn but so far there is no information about the mastermind behind the conspiracy or why Jason and Lucia were dragged into this in the first place.
Their relationship from that of two greedy individuals wanting to make some cash as partners in crime would instantly change to one of survival. They would no longer be able to walk away from a bad job, and have to figure out what went wrong, who to trust, and how to get out alive.
