This is not a free ride for Jason as he is required to provide support to Brian in local shakedowns etc. and thus is required to fulfill his criminal responsibilities in respect of this property.

In essence, Jason has become Brian’s odd-job man. He is informally housed by him, he works for him, and he does various things for him as his ‘criminal

In this arrangement Jason has a home and a job, while Brian has offloaded the younger man’s end of the local shakedowns and other tasks that he no longer wants to do.

This further solidifies Jason’s place in the criminal underworld. Initially drawn into the underworld because he was looking for an ‘easier’ life style, he is now firmly trapped. His home and income are both tied to his continued participation in the criminal activity.

Cal Hampton and the Coast Guard

Cal Hampton is Jason’s friend also. He’s another associate of Jason’s and Brian Heder’s.

Cal is a home body. He’s a net surfer, follows conspiracy type of information on the net. He monitors Coast Guard communications.

The information Cal is following regarding maritime communications is highly relevant given that the Leonida Keys are a series of coastal islands off of land.

In an attempt to be unconnected to the criminal activities of Rockstar’s portrayal of Brian Heder’s illegal activities on the islands that he is smuggling boats to and from, they are stating that information about this location and Cal Hampton monitoring Coast Guard communications could be useful information for Boat Smugglers such as Jason’s friend Cal, however Rockstar is not confirming that he is monitoring this for Brian’s criminal activities.

However, it’s possible that Cal is simply doing this as a hobby to go along with his weird personality.

Boats appear to be an important part of the Leonida Keys.

Official screenshots show several types of watercraft, including smaller personal boats, fishing-style vessels and larger luxury boats.

One image shows a large gathering on the water with people moving between different boats and using personal watercraft.

The number and variety of visible boats suggest that water travel will be more useful in the Keys than it was in many parts of GTA 5.

The area seems less polished than the rest of the Vice City area and has a lot of character as its own community.

Also, with smaller streets, and local establishments, you’d get a different kind of experience than you would wandering through the streets of the main city looking at the luxury hotels and clubs of said city. And then there’s Jason’s previous connection to the area and to Brian, and his current relationships with people there. Would locals recognize him? Would they treat him differently because of his connection to Brian and his operation?

Each character encountered in the GTA 6 Leonida Keys contributes to the immersive experience.

Given that Jason has prior relationships with the residents of the Leonida Keys they would likely recognize him on the island and probably even be somewhat shocked by his involvement in Brian’s operation.

This may or may not be the case in the game (rep and locale specific NPC behavior in different areas of the city).

You can have them stored in garages, some of which can be customized to your liking. At times, a car can be borrowed for a short time or even provided for a single mission. However, the system for fully owning and using vehicles is not yet fully explained.
