Port Gellhorn features the main activity in this area as being centered around the local shops, parking bays for cars. The official game imagery also features an Ambrosia area which is based off of the workforce of the town itself. With views of trucks, a solitary motorcycle and even a huge convoy of them making their way through the winding streets.
Use wildlife, streams, etc. to make Grassrivers and Mount Kalaga feel packed to the gills whereas as it is currently it would be lacking in large crowds of people to achieve that perception of crowded-ness to counter-act the vast spaces of Vice City as opposed to dense crowds of Vice City.
Every area can be active and not be as crowded as Vice City.
