Other characters are sitting on the beach reading etc. There are also boats on the body of water near the beach. Because of the many visible characters on the beach it looks like a real public place and not like a blank in the game.
There’s no official word on the activities the beach supports, but from the trailer footage it can be speculated that there will be scope for swimming, for using the beach as a launch point for a boat in the nearby body of water, for all manner of physical exercise and generally for interacting with various Vice City residents.
Of course, certain creatures of the natural environment will on occasion wander into an area such as a beach but by and large this would not be typical of a beach in Vice City as depicted in the GTA 6 trailers – Vice City and its sister cities are portrayed by the trailers as being completely and utterly unpredictable between their environment and cities, and totally beyond human control.

As you can see in the trailer footage of the game, the sun is shining and the Skyline can be seen in the background. You can see lots of people roaming around on the public section of the beach.

For example, a tourist area of high-end hotels and trendy buildings is likely to look very different from the rest of the residential areas of the city, the industrial areas on the edge of the city, the local neighborhoods of Vice City and so on.
Unlike in previous GTA games, the streets of Vice City are teeming with life, from the countless numbers of cars, including some of two wheels, and vehicles of public transport, to the throngs of pedestrians. The vast interconnecting highway system of Leonida allows for fast travel between all of the districts of Vice City and the rest of the world.

This also could be a feature in the game, for example extra things to do in the game, characters or even locations that you wouldn’t normally see in the game by stumbling upon them by reading a very random online post by another online character in the game.
Rockstar have yet to reveal whether the type of things that the player can create and share in the game, managing their characters social media accounts to gain followers and ascend the social ladder in GTA Online.

Here is a list of the ways to get around Vice City based on screenshots of official media for the game: cars, motorcycles, boats, aircraft and lots of traffic touring the city and its waterways.
As opposed to land vehicles, which will most likely be the primary means of traveling throughout the city, boats will be especially useful, considering the city is literally on the coast. I got this idea from previous maps, for example GTA: San Andreas. While boats were useful, their usefulness was greatly decreased by the geography of the maps.
From the city of Vice City you can get to the Leonida Keys via a series of bridges along the coast. Also, as with previous GTA games, aircraft will allow the player to travel around the entire state of Vice City in a matter of minutes.
Public transport, or even services where you can hire a driver for the night to take you around, may also feature in the game, but Rockstar have not yet detailed out the full list of vehicles.
Given the sheer size of the cities and their density, it’s also possible that certain vehicles will lend themselves to specific situations within the traffic. For example, a motorcycle may be best suited to navigating through the thick of traffic but then traveling along the coast to reach a destination on the other side of the water would be best to do by boat.
Will Vice City Have Enterable Buildings?
